The abundant historical research literature on modernisation processes, social change and adult education in the nineteenth and twentieth centuries clearly demonstrates the diverse formulations throughout Europe of the 'social question' as one of the key issues in the development and organisation of adult education. Interpretations of the 'social question' and adult learning were negotiated in relation to contemporary economic, political, social and cultural realities.
